The initial SmartTray target equals (Trays per Inmate × Inmates); free trays count toward this target and any shortfall is purchased up-front in cases of 12. Yearly SmartTray replacement is costed at 10% of (Trays per Inmate × Inmates), rounded to cases of 12.
